Titanium Alloy Gets Defense Push and Trade Scrutiny

The titanium alloy market is seeing some real movement this month. On July 1, IperionX announced it had been awarded up to US$6.6 million under a US Department of War program. The funding comes from the Office of the Secretary of War Submarine Workforce and Industrial Base. The goal is to scale domestic production of high-performance titanium alloy products, including ballistic-grade titanium plate, for land and maritime defense platforms.

For anyone tracking titanium alloy supply chains, this is significant. The US has been trying to reduce its dependence on imported titanium for years. IperionX’s approach is different from the traditional route. Conventional titanium plate production is technically complex. It requires sponge production, vacuum melting, ingot casting, forging, hot rolling, and repeated annealing. Each step adds cost and lead time. IperionX uses patented technologies to shorten that path. Their powder-to-plate platform is designed to reduce capital intensity, energy consumption, and processing steps.

A retired US Army lieutenant general named Ross Coffman, now an adviser to IperionX, put it this way. The Army has a pressing need to reduce the weight of ground vehicle platforms to maintain combat effectiveness. The benefits of titanium are well known across defense mobility platforms.

The funding is structured in two phases. Phase 1 gives US$200,000 for project scoping and test work. If that goes well, Phase 2 delivers another US$6.4 million for capital equipment at IperionX’s Virginia campus. The whole thing is scheduled to wrap up within two years.

Alongside that award, IperionX also received a purchase order from the US Army Ground Vehicle Systems Center. They will manufacture prototype titanium fasteners for the Joint Light Tactical Vehicle, the vehicle designed to replace many Humvees. The initial order value is not huge, but successful prototyping could lead to a broader rollout across military ground vehicles.

The timing is interesting because the UK is also moving on titanium-related trade measures. In March 2026, the UK Trade Remedies Authority opened an anti-dumping investigation into imports of rutile titanium dioxide from China . That is a titanium oxide compound, not titanium alloy directly. But it signals a broader scrutiny of Chinese titanium products entering Western markets. The investigation was initiated in response to an application from Tronox, the sole UK producer, which alleged dumping and injury to domestic industry.

Then in late March, the UK Secretary of State for Business and Trade ordered HM Revenue & Customs to register imports of rutile titanium dioxide from China . That means if a definitive anti-dumping duty gets imposed later, duties could be applied retroactively on registered imports.

A metal trader in London told me he is watching both the US funding and the UK trade case. He said the US is trying to build domestic titanium alloy capacity from the ground up. The UK is more focused on protecting what is left of its chemical processing industry. Different strategies, but both point in the same direction. Western governments are treating titanium as a strategic material.

That view got reinforced in May when the UK amended its Russia sanctions regime. New export prohibitions were introduced targeting industrial products used to support Russia’s military capabilities. Titanium oxide was specifically mentioned as having potential battlefield use in missile systems manufacturing.

For buyers of titanium alloy, the market signals are mixed. Defense demand is growing. The US Army wants titanium for weight reduction on vehicles. Maritime platforms need corrosion resistance. These are long-term demand drivers. But supply is not growing overnight. Traditional titanium production is capital-intensive and slow to scale.

A procurement manager at an aerospace supplier told me his lead times for certain titanium alloy grades have stretched from 12 weeks to over 20 weeks in the past year. He is not sure if the IperionX project will change that anytime soon. The Virginia campus is still scaling up. Two years is a long time when you need material now.

On the trade side, the UK’s titanium dioxide investigation is still in progress. If duties get imposed, it could affect downstream industries that use titanium dioxide as a pigment in coatings, plastics, and paper . That is not a direct titanium alloy play, but it shows the broader trade environment for titanium-based products is getting more restrictive.

The global titanium alloy market remains dominated by a handful of players. The US imports a significant portion of its titanium sponge, the raw material for most titanium production. The IperionX approach, using recycled titanium and direct powder production, offers a potential workaround. But it is still early stage.

A source close to the company told me they are confident in the technology but realistic about timelines. The OSW-SWIB funding is validation, not a green light for full-scale production. The JLTV fastener order is a prototype program. Real volume is probably a couple years out.

For now, the titanium alloy market is watching two things. First, whether US defense funding translates into actual production capacity in Virginia. Second, how the UK’s anti-dumping investigation plays out and whether it leads to broader restrictions on Chinese titanium products.

The direction is clear. Western governments want more domestic control over titanium supply chains. The question is how fast that can actually happen.
